You do’t want to actually cut the fabric of the sleeves, and you want to be very careful about cutting the fabric of the body. Cutting into the body can cause the whole vest to unravel. Cut the yarn that holds the two together and undo the seam. You will then want to hem the armhole with thread that is about as thick as the yarn that was holding the sleeve on.
